According to the DAO rules, this proposal for amending the meta-rules needs to obtain at least 185 million votes before March 18, and the approval rate must exceed 67% to pass the proposal. Inspired by the reply from Yeti, I propose to initiate the amendment of the CKB Community Fund DAO meta-rules: If the price fluctuates by more than 10%, the CKB amount must be recalculated at the time of payment.
Specifically:

When the proposer submits a proposal on Nervos Talk, if the budget is priced in fiat currency, they must clearly list the required amount of CKB and its price at that time (on CoinMarketCap).

When submitting a vote on Metaforo, set "The minimum number of votes required to pass the proposal" to 3 times the CKB amount requested in the Nervos Talk proposal (thus keeping the original rule unchanged, without considering CKB price fluctuations or recalculating the CKB amount).

Whether it is a one-time payment or phased payment, the DAO committee must compare the opening price of CKB on CoinMarketCap on the day of payment with the price recorded in the proposal. If the price fluctuation exceeds 10%, the CKB amount to be paid must be recalculated based on the opening price of that day.
Explanation: Why choose the opening price of the day instead of the real-time price at the time of payment? This is because the DAO's funds are held in a multi-signature wallet, and due to time differences and other factors, it takes some time to collect signatures.
- For proposals like Spore Protocol, where all the requested CKB is used for contract deployment and not priced in fiat currency, they are not affected by this proposal. Additionally, proposals approved before the effective date of this meta-rule amendment (such as the Omiga proposal) are also not affected by subsequent payments.
This amendment to the meta-rules aims to save funds during an upward trend in CKB prices, allowing the CKB Community Fund DAO to sponsor more proposals and help more proposers achieve their dreams; during a downward trend, although the CKB Community Fund DAO may need to pay more CKB, as Yeti mentioned, if the budget is not received in full, it may substantially impact the success of the proposal project.
